Spotify Discover launches for all with integration from Songkick, Pitchfork and more

Spotify Discover launches for all with integration from Songkick, Pitchfork and more

Spotify is making another push to help its users find more music they're interested in listening to, and find out more about the artists they like by making its "Discover" feature available to all. Initially shown off late last year, this page combines several elements that have already been a part of the music service, including apps like Pitchfork, Songkick and Tunigo with its song recommendations and followed artist pages. There's also an audio preview feature to let you easily dip into a song that seems interesting, without pulling the focus away from whatever you were listening to before.

The new page is available today on Spotify's web player for all users, and is expected to come to its desktop and mobile clients "gradually." With the launch of Twitter Music and Google Play Music's All Access Spotify is facing renewed competition on multiple fronts, we'll see if this kind of one stop shopping for info is key to keeping its users tied to their subscriptions. Check after the break for a few more details in the press release, or hit the website to give it a try yourself.

Tricks And Tips To Successfully Market Online Videos ? Hot Article ...

The Internet has various marketing techniques for savvy online business owners. Video marketing is perhaps one of the best advertising solutions. You can promote your own products and also reach lots of people with video marketing. These suggestions will benefit your efforts.

You don?t need top-quality production values to make a successful video. You don?t need the best equipment as long as what you?re using does a reasonable job. You do not need to be overly fancy either. Speak directly to the camera and be yourself. Actually, it may not be necessary for you to do this. You can even just do a video of your computer screen.

Remember that your video content is just the beginning half of your work. For example, you will need to promote your videos. By actively promoting your content, you can boost click-throughs and achieve better results overall. Produce quality content, but be sure that the public knows that your video is there.

Don?t end your video with the answer, but instead ask a question. This will leave viewers with a lasting impression of your video. In addition, it will inspire them to leave comments, which will post to their feeds. This can generate more traffic for your video.

The most popular type of searches online is finding out how something is done. Producing tutorials for your products allows you to easily target your niche market. When they know you are an expert, they?ll come back for more.

Make sure to mention your other social links within your video. If someone stumbles across your video on Youtube, he or she may not realize you also have a Facebook or Twitter page. You can drive traffic to other sites you own by promoting them within the video. Social media sites that you link to a video can increase traffic by quite a bit.

Even though you have already worked hard to make sure that you have all of the keywords possible and that you have a great video there is still more for you to do. Your content must be interesting for the viewer. If this is not possible, get some help.

View the videos posted by others in your business niche. Do not copy their ideas, make yours better. As you watch them, note anything that comes to mind that will make your videos the best they can be. Watch a variety of videos and allow them to enhance your creative process with ideas.

Make sure you build a way to track results into your video. Sure, you can make some good guesses about how you?re doing. It is much better to use statistics and data, though. Determine how many people viewed your video and how much of it they watched.

Do not fret about perfection. You can start video marketing without high-quality equipment. Any camera and computer should do. It is even possible to use a smartphone?s recording camera. Just act professional and give customers good information to keep them watching.

When working on video marketing, don?t overlook your greeting. Give information about your business and yourself prior to them viewing your content. You should end your videos in a friendly way and remind people about your business and your website.

Converting video to podcast format is a very underused method of video marketing. This can help you make a little money while marketing your videos to a larger list of possible customers. Be sure to keep the fee as low as possible.

Many Internet users go online to learn how to perform a task. If you are using your video as a tutorial or step-by-step demonstration, the content will be more likely to appeal to consumers who are not getting the information they need from other sources. This is ideal for reaching out to consumers in niche markets. If you seem like an authority, people will be interested in seeing what other videos you have.

Ask for help in your video marketing efforts. It can be very hard to brainstorm by yourself for a video. Do some brainstorming sessions with friends, staff and colleagues to get an idea list you can concentrate on. Have discussions often so that you stay on the forefront of the industry.

There are several things to take into consideration after you have produced your videos. Promotion is just as important. Appropriate marketing efforts of your videos will result in a ten-fold increase to your total number of click-throughs. Great content is critical, but generating awareness is as well.

Analyze your video?s statistics. The data contained here is important because it allows you to monitor your page views and see where your viewers are coming from. Tap into the well of unknown customers by using the information provided by this data.

It?s time for you to start creating videos! You shouldn?t be afraid to attempt new ideas. It won?t take long before you figure out what works for you. Use the advice you have read here to guide your efforts.

So that you can succeed in Internet Promotion, you actually have to step-up your marketing with video. Learn which are the perfect tools and Best Movie Maker Software in this article.

Yes, that looks like a fair assessment. But the story as posted and linked is still essentially incomplete, because it doesn't mention what useful thing they propose to deliver. There has to be some beneficial payload in order to make this delivery system any use at all, assuming of course that it works as a delivery system.

UK arrests 2 men over incident with Pakistan plane

LONDON (AP) ? Two men have been arrested on suspicion of endangerment of an aircraft after an incident on a plane flying from Pakistan to Britain, officials said, rattling the U.K. just days after a British soldier was killed on a London street in a suspected terror attack.

A fighter jet was launched to divert the Pakistan International Airlines plane carrying nearly 300 passengers to Britain's Stansted Airport on Friday. The plane, which took off from Lahore, Pakistan, was originally supposed to have landed in Manchester.

Essex Police said that two men have been arrested and removed from the plane, which landed safely and was on an isolated runway at Stansted Airport. Britain's Ministry of Defense confirmed that a Typhoon jet was scrambled to investigate an incident involving a civilian aircraft but declined to provide further details.

Chris Wiggan, a spokesman at Stansted Airport, said passengers were disembarking from the plane. "It is not an emergency evacuation," he said.

Pakistan International Airlines spokesman Mashood Tajwar said the airline had been unable to contact the pilot of the Flight P709 despite repeated attempts. He said 297 passengers and 11 crew members were on the diverted plane.

The incident comes as many police forces across Britain have stepped up patrols in recent days following a suspected terror attack in south London.

Two men with meat cleavers attacked and killed a British soldier in broad daylight, and gruesome footage that emerged after the attack showed one of the alleged assailants angrily complaining about the British government and troops in foreign lands.

Those two suspects were shot when police arrived on the scene and have been hospitalized.

Boy Scouts allow gay scouts, but leave ban on gay leaders in place

The Boy Scouts of America voted Thursday to approve the admission of openly gay youth members but left in place a ban on homosexual adult scout leaders, raising the prospect of gay scouts having to leave the group when they become adults.

The decision was backed by key religious groups, including the Southern Baptist Convention and the Anglican Church of North America. Nearly 70 percent of the Boy Scouts' 116,000 local chapters are in churches or other faith-based organizations.

But critics worried that the decision was sending a mixed message and that the new policy, intended to bring some modicum of steadiness to an organization in transition, will fail to settle the issue.

?Today, following this review, the most comprehensive listening exercise in Scouting?s history, the ... Boy Scouts of America?s National Council approved a resolution to remove the restriction denying membership to youth on the basis of sexual orientation alone," the organization said in a statement. "The resolution also reinforces that Scouting is a youth program, and any sexual conduct, whether heterosexual or homosexual, by youth of Scouting age is contrary to the virtues of Scouting. A change to the current membership policy for adult leaders was not under consideration; thus, the policy for adults remains in place."

The measure passed with the support of 68 percent of the 1,400 delegates at the BSA national conference in Grapevine, Texas. It will affect BSA?s 2.7 million scouts and 1 million volunteers beginning in January 2014.

The move changes the organization?s current policy, in which no one is asked about his sexual orientation but ?open or avowed homosexuals? cannot be members, leaders, volunteers, or employees. The policy ? instituted in 1978 and reaffirmed in 2002 ? was upheld by a 2000 US Supreme Court ruling (BSA v. Dale).

Want your top political issues explained? Get customized DC Decoder updates.

Thusday's meeting, which featured an open mike for delegates, was extremely charged and 3 of every 4 speakers were for expanding the policy on gays, says Alan Snyder, chairman of the board for the Western Los Angeles County Boy Scout Council, who was at the event.

He says two testimonies, in particular, made big impressions.

In one, some very shy boys took the mike, trembling, and said, ?We are the youngest people in the room, and we want to remind you that the BSA is for kids,? Mr. Snyder recounts. In another, an older man said, according to Snyder, ?If I am Jewish, which I am, do I worry that a Catholic boy is going to try to convert my son to Catholicism? Of course not.?

Thursday?s vote was originally scheduled for February, but BSA leadership decided the organization needed more time to think about the issue.

Critics took issue with the decision to keep the ban on homosexual adults in place.

"Willingness to change is wonderful, but they are terribly misguided in this,? says John O?Connor, executive director of Equality California. He says the Boy Scouts ?is about leadership ? and leadership embraces diversity. What does it say to a kid to tell him, 'You can be part of this for now, but the moment you turn 18 you are not allowed to be part of this, you are different'.? It teaches others to discriminate against them.?

Andrew Koppelman, co-author of "A Right to Discriminate? How the Case of Boy Scouts of America v. James Dale Warped the Law of Free Association," calls the compromise "weird and unstable." "Clearly there is stronger opposition to gay scoutmasters than to gay scouts, and this vote reflects that,? he says.

Asked why the BSA did not lift the ban on openly gay scout leaders, the organization said in an e-mail to the Monitor:

?The review confirmed that this issue remains among the most complex and challenging issues facing the BSA and society today. Even with the wide range of input, it was extremely difficult to accurately quantify the potential impact of maintaining or changing the current policy. While perspectives and opinions vary significantly, parents, adults in the Scouting community, and teens alike tend to agree that youth should not be denied the benefits of Scouting.?

Considering the depth of feeling on all sides, a better course might have been to allow individual troops to make decisions rather than to have one national policy, says Linda McClain, a professor at Boston University School of Law.

?It is a shame that the option of letting individual scout troops decide for themselves was not pursued,? she says. Even though both sides would have considered it a compromise of principle, ?this compromise, in light of internal division within the BSA, would have allowed different troops to make their own choices.?

"It is likely there would be considerable variation among the scout troops, based on region, sponsor, and the like,? she adds.

She says Thursday's decision could open the door to more steps in the future.

?It is striking to consider that the younger generation, generally, is far more accepting of homosexuality and of laws allowing a same-sex couple to marry,? says Professor McClain. ?This is true even among religious young people. Some will probably conclude that it is only a matter of time before this generational shift in attitudes is reflected in the BSA leadership. ?

BSA delegate Snyder said he was heartened after the vote when he met a group of scout leaders from Tucson, Ariz., who said they voted against lifting the ban. ?But they said, 'We?re glad it?s done, and we?re back to working on scouting tomorrow.' ?

Don't compare Strings using the == operator, as it compares their memory locations. Use the String equals() method instead, which will compare their literal values.

A RandomAccessFile will let you overwrite individual bytes. Really though, if you're modifying and updating new Objects, it would be better just to write a new File.

U.S. may boost Syria rebels if Assad won't talk peace

By Arshad Mohammed and Suleiman Al-Khalidi

AMMAN (Reuters) - Washington threatened on Wednesday to increase support for Syria's rebels if President Bashar al-Assad refuses to discuss a political end to a civil war that is spreading across borders.

Rebels called for reinforcements to combat an "invasion" by Hezbollah and its Iranian backers, days after Assad's forces launched an offensive against a strategic town that could prove to be a turning point in the war.

The battle for the town of Qusair has brought the worst fighting in months in a war that has already killed more than 80,000 people, and by drawing in Hezbollah has spread sectarian violence across frontiers at the heart of the Middle East.

Washington and Moscow are scrambling to revive diplomacy, compelled to step up peace efforts by new reports of atrocities on both sides, suspicions that chemical weapons have been used and the rise of al Qaeda-linked fighters among Assad's foes.

U.S. Secretary of State John Kerry said several thousand Hezbollah fighters were taking part in the conflict, with Iranian support on the ground.

Forces loyal to Assad had made gains in recent days, but those were "very temporary," Kerry told a news conference in Amman before a meeting of the "Friends of Syria" group, made up of Western and regional countries lined up against Assad.

"Just last week, obviously, Hezbollah intervened very, very significantly," Kerry said. "There are several thousands of Hezbollah militia forces on the ground in Syria who are contributing to this violence and we condemn that."

At the meeting in Jordan, Kerry sought to rally support from European and Arab states for the latest peace initiative - a call he issued jointly with Russia for a conference, expected to take place in Geneva in the coming weeks.

The United States and European Union have so far shied away from directly arming the rebels, but have given them "non-lethal" support, while Arab backers like Qatar and Saudi Arabia send them weapons. As Russia and Iran supply Assad, Western countries have been balancing their opposition to the president with a worry that arms for rebels may reach al Qaeda-allied Islamists.

The U.S.-Russian proposal for a peace conference has raised suspicion among Arab countries that Washington is watering down support for Assad's opponents, who had long refused to negotiate unless Assad is excluded from any future settlement.

But the "Friends of Syria" made clear they would give more support to the opposition now to strengthen its hand at the negotiating table, while Kerry suggested still more assistance could come if Assad does not accept a political solution.

"The ministers also emphasized that until such time as the Geneva meeting produces a transitional government, they will further increase their support for the opposition and take all other steps as necessary," the group said in a final communiqu?, without providing details on the kind of aid they may give.

Speaking before the meeting, Kerry told reporters, "In the event that the Assad regime is unwilling to negotiate ... in good faith, we will also talk about our continued support and growing support for the opposition in order to permit them to continue to be able to fight for the freedom of their country."

Russia says talks must include Assad's government and Iran. Foreign Minister Sergei Lavrov praised the Syrian government's response to the U.S.-Russian proposal, while saying the opposition was too divided to agree on its participation.

Syrian Deputy Foreign Minister Faisal Mekdad said Assad's government would decide soon whether to attend the talks. The opposition is expected to discuss its stance at a meeting in Istanbul on Thursday.

French Foreign Minister Laurent Fabius said the new Geneva conference "must not include countries which are against the success," a sign that Paris remains opposed to Iran attending.

    'INVASION'

Rebels fighting for control of Qusair, now the main battle front, called for reinforcements to repel forces loyal to Assad and what they described as an "invasion" by Hezbollah and Iran.

"Everyone who has weapons or ammunition should send them to Qusair and Homs to strengthen its resistance. Every bullet sent to Qusair and Homs will block the invasion that is trying to drag Syria back to the era of fear," George Sabra, acting head of the opposition National Coalition, said in a statement.

Opposition fighters said air strikes and shelling rocked the small town near the Syrian-Lebanese border.

Assad's forces are intent on seizing Qusair to cement their hold on a belt of territory that connects the capital, Damascus, to Assad's stronghold on the Mediterranean coast, heartland of his minority Alawite sect, an offshoot of Shi'ite Islam.

Seizing Qusair would also allow Assad to sever links between rebel-held areas in the north and south of Syria and cut a key supply route for the rebels from Sunni areas of Lebanon.

Some opposition sources said privately they believed that Assad's forces, led by Hezbollah ground units, had taken about 60 percent of the town. But they said rebels were fighting back hard in a battle that could determine the fate of the uprising.

"If we lose Qusair, we lose Homs, and if we lose Homs, we lose the heart of the country," said Ahmed, a rebel speaking from the nearby provincial capital of Homs, as explosions and gunfire crackled in the background.

After months of warnings from regional and international experts, violence is now spilling over Syria's borders, with clashes between pro- and anti-Assad factions in the Lebanese city of Tripoli and exchanges of fire between Syrian and Israeli forces in the Golan Heights.

After a night of violence in Tripoli, the death toll in five days of Sunni-Alawite fighting stood at 13, security sources said.

Israeli forces have bombed Syria to destroy what Israeli officials say are Hezbollah supply routes for Iranian weapons. Israel's air force chief said on Wednesday that Israel was prepared to attack Syria to keep weapons out of the hands both of Hezbollah and of Sunni militants if Assad were to fall.

"If Syria collapses tomorrow, we will need to take action to prevent a strategic looting of advanced weaponry," Major-General Amir Eshel said.

Security fears following bombings that killed 51 people in the Turkish town of Reyhanli this month prompted Turkey on Wednesday to close a nearby border crossing with Syria. Turkey has accused Syria of involvement in the attacks. Damascus has denied any role.

In a boost to the rebels, the U.S. Senate Foreign Relations Committee voted on Tuesday for legislation that would send arms to moderate members of the Syrian opposition, the first time U.S. lawmakers had approved such action. There is less enthusiasm for arming the rebels in the Republican-controlled House of Representatives, so it is not clear whether a Senate bill would get through Congress.

Sunni rebel leaders have warned of sectarian revenge attacks against Shi'ites and Alawites on either side of the Syrian-Lebanese border if rebels lose Qusair.

Hezbollah's involvement risks turning Syria's civil war - which already pits mainly Sunni Muslim rebels against an Alawite-led army - into a regional sectarian conflict.

Insight into the dazzling impact of insulin in cells

    Wednesday, May 22, 2013

Australian scientists have charted the path of insulin action in cells in precise detail like never before. This provides a comprehensive blueprint for understanding what goes wrong in diabetes.

The breakthrough study, conducted by Sean Humphrey and Professor David James from Sydney's Garvan Institute of Medical Research, is now published in the early online edition of the prestigious journal Cell Metabolism.

First discovered in 1921, the insulin hormone plays a very important role in the body because it helps us lower blood sugar after a meal, by enabling the movement of sugar from the blood into cells. Until now, although scientists have understood the purpose of insulin at a broad level, they have struggled to understand exactly how it achieves its task.

The latest analytical devices called mass spectrometers now provide the tool that has been missing ? the means of looking into the vastly complex molecular maze that exists in every single cell in the human body.

These powerful devices have opened up a field known as 'proteomics', the study of proteins on a very large scale. Proteins represent the working parts of cells, using energy to perform all essential functions such as muscle contraction, heartbeat or even memory.

Each cell houses multiple copies of between 10,000 and 12,000 protein types, which communicate with each other using various methods, the most common of which is a process known as 'phosphorylation'. Phosphate molecules are deliberately added to proteins in order to convey information, or else change the protein's function.

Each of the protein types in a cell has up to 20 potential 'phosphorylation sites', regions to which a phosphate molecule can be added. This pushes the total number of possible cell states from one moment to the next into the billions.

The authors discovered 37,248 phosphorylation sites on 5,705 different proteins, 15% of which changed in response to insulin.

"Until this study, we did not really appreciate the scale and complexity of insulin regulation," said lab leader Professor David James.

"When insulin is released from the pancreas after we eat, it travels to cells and initiates a cascade of protein phosphorylation, literally millions of interactions, some instantaneous, some taking minutes or hours. The process is so precise and intricate, and at the same time so monumental in its scope, that it's truly astounding."

Sean Humphrey, who undertook the mass spectrometry work, discovered over 1,500 phosphorylation sites that respond to insulin, and described the process as "eye opening".

"When you consider that phosphorylation is only one type of signaling ? acetylation and methylation are other forms ? you begin to understand the kind of complexity that faces us," he said.

In addition to cataloguing the phosphoproteome of the fat cell, the authors discovered novel regulation of a protein called 'SIN1', key to our understanding of the chain of events that occurs during insulin signaling. They have also described the mechanisms by which SIN1 influences other influential proteins within the cell, in particular one known as Akt.

"Sean's study has shed new light on how one of the most important regulators in the cell ? a protein called Akt ? is itself regulated," said Professor James.

"Akt not only plays a role in diabetes, but also in cancer and other diseases, and the discovery of SIN1 phosphorylation gives us useful new insights into how Akt actually functions in a cell."

"These large scale approaches are providing us with new levels of understanding of human biology that we would never have anticipated. Without the mass spectrometer, we could not have discovered the importance of SIN1 phosphorylation in the overall insulin signaling process."

"It's an important lesson about the usefulness of this technology in allowing us to discover new things about the cell and how it regulates itself."

Xbox One controller vs Xbox 360 controller, fight!

"If it ain't broke don't fix it" is as useful a phrase as it is folksy, and though the Xbox One is a complete reinvention compared to the Xbox 360, the controller is in many ways little changed. It's a bit more rounded, a bit softer to the touch and features redesigned shoulder buttons with their own discrete rumble controllers. The D-Pad is revised, the analog sticks has more texture and the battery backpack is no longer quite as pronounced. In other words, we think it's going to be great. Check out our gallery of comparison shots in the gallery below!

Human-like opponents lead to more aggression in video game players

May 20, 2013 ? Video games that pit players against human-looking characters may be more likely to provoke violent thoughts and words than games where monstrous creatures are the enemy, according to a new study by researchers at the University of Connecticut and Wake Forest University.

"The Perception of Human Appearance in Video Games: Toward an Understanding of the Effects of Player Perceptions of Game Features," published in the May 2013 issue of Mass Communication and Society, comes as lawmakers and the public are freshly debating the possible risks that violent games may pose to impressionable players.

"It's important to think in terms of risk factors," says Kirstie Farrar, associate professor of communication at UConn and the lead researcher on the study. "The research clearly suggests that, among other risk factors, exposure to violent video games can lead to aggression and other potentially harmful effects."

In the study, 148 participants played the first-person shooter Quake 3 Revolution, in which the gamer battles onscreen opponents whose appearance can range from human-like to completely non-human, such as a giant floating eyeball. Farrar and colleague Rory McGloin, an assistant professor-in-residence, along with Wake Forest professor Marina Krcmar, a former UConn faculty member, then used a series of tests to measure participants' levels of verbal, cognitive, and physical aggression.

Participants who battled what they perceived as human-looking characters in the game were more likely to have aggressive thoughts and words than those who had shot down monstrous nonhuman characters.

"The more human players perceived the aggressive targets to be, the more verbally aggressive they were and the more violent words they generated," the study says. "Although we predicted that less human targets would result in more aggression, players seemed to be more aggressive after perceiving more human targets."

The prospect that fighting human-looking characters can provoke more aggression than unleashing violence against characters with no real-world counterparts could have implications for debates over gaming, especially as video games become more sophisticated and immersive, Farrar says.

"A lot of games are becoming incredibly easy to customize now," she said. "I can upload pictures of myself into a game, for example. Or I can upload pictures of people I don't like."

But the study also notes there was no significant increase in levels of physical aggression after fighting human-looking video game characters, something that suggests social prohibitions against violent acts remain strong.

"There are obvious consequences for physical violence," McGloin says. "But we're much more tolerant as a society of aggressive thoughts, as long as they don't lead to aggressive behavior."

Farrar and McGloin have plans to develop the research, including a study that uses realistic-looking gun-shaped controllers to see if that has any effect on players' aggression. They also want to research more fully whether playing frequently changes how gamers react to violence in video games. In previous work, the researchers found that frequent players of violent video games are more aggressive overall and more attracted to violent games.

As lawmakers in Connecticut and elsewhere contemplate studying the effects of violent games, the researchers say that the more data available, the better.

"We can talk about violent video games and aggression all day, but we need to be careful," McGloin says. "We're not going to find one answer and be able to say, 'This game's good, this game's bad.' It's never going to be that simple."

Israel fires back at Syria after gunshots at its troops

JERUSALEM (Reuters) - Israeli troops shot at a target across the Syrian frontier on Tuesday in response to gunfire that struck its forces in the Golan Heights, the Israeli military said.

A statement said a military vehicle was damaged by shots fired from Syria but that there were no injuries. It said that soldiers "returned precise fire".

Gunfire incidents across the frontier from Syria have recurred in past months during an escalating a civil war there in which rebels have sought to topple President Bashar al-Assad. Israel's Army Radio said Tuesday's was the third consecutive cross-border shooting this week.

The Israeli military added in its statement that it viewed these incidents "with concern".

Israel captured the Golan territory from Syria in a 1967 war and later annexed the area. Negotiations aimed at resolving that conflict ran aground in 2000.

Israel has not taken sides in Syria's internal conflict, but has been worried about the involvement of its Iranian-backed foe, Hezbollah, in the fighting.

Prime Minister Benjamin Netanyahu held out the prospect on Sunday of Israeli strikes inside Syria to stop Hezbollah and other opponents of Israel getting advanced weapons.

Netanyahu said Israel was "preparing for every scenario" in Syria. He added "we will act to ensure the security interest of Israel's citizens in the future as well".

Israel has neither denied nor confirmed reports it attacked Iranian-supplied missiles stored near Damascus this month that it believed were waiting delivery to Hezbollah, which fought a war with Israel in 2006 and is allied with Assad.

Suicide Bomber Attacks Provincial Council Headquarters In Northern Afghanistan, Killing 14

KABUL, Afghanistan ? A suicide bomber struck outside a provincial council headquarters in northern Afghanistan on Monday, killing the council chief and at least 13 others, authorities said. The Taliban insurgency quickly claimed responsibility.

Seeking to weaken the Afghan government, Taliban insurgents have been carrying out attacks and assassinations intended to intimidate both officials and civilians ahead of next year's withdrawal of most international troops.

Baghlan provincial council leader Mohammad Rasoul Mohseni was entering the compound in the morning when the bomber ran up on foot and detonated his explosives in the provincial capital of Pul-e-Khumri, said Baghlan chief of police Asadullah Sherzad.

He said 14 people were killed, including Mohseni, and 11 were wounded.

Mohammad Zahier Ghanizada, a member of parliament from Baghlan, confirmed the council chief's death and added that Mohseni had previously received multiple death threats.

Also killed in the attack were six police bodyguards and seven civilians, Sherzad said.

Taliban spokesman Zabiullah Mujahid claimed in a text message to journalists that an insurgent operative carried out the targeted bombing.

"Today at 11 a.m. in front of the Baghlan provincial council office, we have carried out a suicide attack and killed the head of the council," it said.

Afghan President Hamid Karzai condemned the bombing Monday.

"Such attacks are against all human rights and the principles of Islam," Karzai said in a statement. "Perpetrators of such attacks are enemies of the Afghan nation and the puppets of foreigners."

Karzai left later Monday for a two-day state visit to India, where he is expected to request military aid.

Both Karzai and the U.S. have sought peace talks with the Taliban and other insurgent factions in preparation for most foreign troops leaving next year after more than 12 years of war, but the efforts have borne little fruit. The Taliban seek to re-establish the strict interpretation of Islamic law they imposed for five years before being ousted in the 2001 U.S.-led invasion over its sheltering of al-Qaida's terrorist leadership.

The insurgents last month launched a fierce new spring offensive that has in the past week alone seen the police chief of Farah province gunned down outside his home and twin bombings that killed nine people in an elite gated community for government officials and business owners outside of the southern city of Kandahar. Two bombs also exploded outside the provincial governor's office in Nangarhar province last week, killing one police guard.

Insurgents have also targeted members of the international coalition. A roadside bomb killed four American soldiers last week in the country's south, while another insurgent faction, Hizb-e-Islami, targeted a coalition convoy in the capital of Kabul two days later, killing two U.S. soldiers and four American contractors who were training Afghan troops to take over security.

The Newest 3D-Printed Gun Is Far More Dangerous For Much Cheaper

After the stir several weeks ago, buzz surrounding Defense Distributed's 3D-printed gun has begun to (somewhat) die down. This is probably due in part to Kim Dotcom's removal of the gun's blueprint from Mega and the fact that, frankly, the gun itself isn't much of an immediate threat. But as one potential threat dissipates, just like clockwork, a new one has appeared on the horizon. And any fear creeping up on you with this newest incarnation of the 3D-printed gun might actually be warranted.

A look at why the Benghazi issue keeps coming back

WASHINGTON (AP) ? The night of smoke, chaos, gunfire and grenades that killed four Americans in Benghazi, Libya, is well-documented. Eight months later, it is the decisions made back in Washington that remain murky and in perpetual dispute.

Why was a diplomatic outpost left so poorly protected? Should the Pentagon have rushed jets or special forces to the rescue when the assault began? Did President Barack Obama's administration obscure the true nature of the terrorist attack to help him get re-elected?

Congressional Republicans are poking for evidence of incompetence and cover-up in the ashes of the Sept. 11 anniversary attack. Obama dismisses their probes as a politically driven "sideshow."

The release this past week of 100 pages of government emails and notes is the latest fodder, as numerous Benghazi investigations continue.

    A look at the issue:

    ___

    WHY NOW?

Republicans and Democrats began condemning each other's response to Benghazi within hours of the first shots fired. The issue has flared and dimmed ever since, revived by new testimony, reports or documents like the newly released emails.

Republican lawmakers say they won't stop until they get their questions answered.

Democrats accuse the GOP of flogging the issue for partisan gain.

The focus on Benghazi and other controversies makes it harder for Obama to press his second-term agenda. Emphasizing the State Department's failings during her tenure could be especially damaging to former Secretary of State Hillary Rodham Clinton, the early favorite among Democrats who might seek the presidency in 2016.

Sen. Rand Paul of Kentucky, a possible Republican presidential candidate, already is arguing that the attack "precludes Hillary Clinton from ever holding office."

The controversy also helps Republicans raise money and fire up their conservative base heading into next year's congressional elections.

    ___

    SEPT. 11, 2012

The night of the attack, as described by the State Department's review board and other accounts:

Seven Americans are at State's temporary residential compound in Benghazi that night: U.S. Ambassador Chris Stevens, visiting from the embassy in Tripoli; computer specialist Sean Smith and five diplomatic security officers. They are a minority among U.S. personnel in Benghazi; most work for the CIA, which operates a secret "annex" about a mile away.

Egyptian demonstrators had scaled the walls of the U.S. Embassy in Cairo hours earlier to protest an American amateur filmmaker's video mocking the Prophet Muhammad. But there were no demonstrations that day in Benghazi. The attack begins suddenly around 9:40 p.m. ? gunfire, explosions, sounds of chanting and then dozens of armed men swarming through the compound's main entrance. Libyans hired to guard the compound flee.

A security officer hustles Stevens and Smith into a fortified "safe room." It fills with blinding smoke when the attackers set the building on fire with diesel fuel, and the two men become separated from the security officer.

A CIA team from the annex arrives about 25 minutes into the attack and helps search for the two diplomats inside the smoke-filled room, while gunfire continues outside. Only Smith's body is found. Eventually the U.S. personnel escape in armored vehicles, plowing through gunfire and grenade blasts to the CIA annex across town. Rocket-propelled grenades and mortar fire target the annex intermittently for an hour after midnight.

A team of six security officials summoned from Tripoli arrives around 5 a.m. Soon after, another assault on the annex begins. A mortar blast kills CIA security contractors Tyrone Woods and Glen Doherty. About an hour later, a Libyan military unit arrives to help evacuate the U.S. personnel.

After the Americans fled the diplomatic compound, Benghazi civilians found Ambassador Stevens in the wreckage and drove him to a hospital, but he couldn't be saved. Like Smith, he died of smoke inhalation.

    ___

    POLITICAL FROM THE FIRST

The calamity in Benghazi was the kind of autumn surprise that can rock a presidential race.

The night of Sept. 11, before word of Stevens' death was out, Republican nominee Mitt Romney issued a hurried statement about violence in Egypt and Libya, criticizing the State Department as too sympathetic to Muslim protesters. Critics, even some in his own party, faulted Romney for politicizing a crisis before the facts were in.

A month later in a combative presidential debate, Romney took another tack. He jumped on Obama for being too slow to acknowledge that terrorism was committed on his watch.

"It took the president 14 days before he called the attack in Benghazi an act of terror," Romney insisted.

"Get the transcript," Obama snapped back, referring to his remarks the day after the assault.

In that Rose Garden appearance and similar words the next day, Obama had said that "acts of terror" would not shake U.S. resolve. He also condemned the violent protests that were sweeping through Muslim nations, sparked by anger over the Muhammad video.

In interviews over the next two weeks, Obama blamed the attack on extremists but steered clear of using any form of the word "terror." Other administration officials did the same and continued to conflate the Benghazi attack with the protests elsewhere.

Finally, at a Sept. 20 news briefing, White House spokesman Jay Carney said it was "self-evident that what happened in Benghazi was a terrorist attack."

    ___

    THE TALKING POINTS

The question of the moment: Were the "talking points" drawn up within days of the attack deliberately misleading?

The document, outlining the government's public message, was sent to members of Congress and to Susan Rice, the U.S. ambassador to the United Nations, who made the round of Sunday morning talk shows five days after the attack.

Republicans accuse Rice of deceiving the American people. They say that, working from the talking points, she passed off an attack by heavily armed terrorists possibly linked to al-Qaida as something less damaging to Obama's terror-fighting credentials.

Rice described the attack as a "horrific incident where some mob was hijacked, ultimately, by a handful of extremists."

The White House says Rice reflected the best information available while facts were still being gathered. Republican critics say the administration should have known by then that there was no mob of protesters and the attack was a premeditated act of terrorism.

Two months after her TV interviews, the controversy ended Rice's chance of following Clinton as secretary of state.

    ___

    STILL TALKING

Those talking points from September are in the news now because of new revelations about how they were crafted.

Republicans demanded to see emails exchanged by administration officials who revised and edited the talking points. On Wednesday, the White House publicly released 100 pages of emails and notes, saying congressional Republicans had misrepresented what they say.

Most of the email back-and-forth is between the State Department and the CIA, the entities whose facilities were attacked in Benghazi. White House and FBI officials were also in the discussions.

From the first draft, the CIA described the attack in Benghazi as a spontaneous outgrowth of the movie protests that began in Egypt ? which indicates that was the theory in Washington then. However, the No. 2 diplomatic official in Libya at the time says he knew immediately it wasn't true and was demoted after he questioned the version of events Rice recited on TV.

One edit especially has been criticized as political: Victoria Nuland, then State's spokeswoman, sought removal of a reference to a CIA warning about the potential for anti-American demonstrations in Cairo and jihadists trying to break into that embassy. Nuland wrote that "could be abused" by lawmakers to criticize her department for failing to take heed.

Also deleted were references to the CIA's past warnings about dangerous extremists linked to al-Qaida in Benghazi.

After many deletions, the meat of the talking points read: "The currently available information suggests that the demonstrations in Benghazi were spontaneously inspired by the protests at the U.S. Embassy in Cairo and evolved into a direct assault against the U.S. diplomatic post in Benghazi and subsequently its annex. There are indications that extremists participated in the violent demonstrations."

    ___

    UNPROTECTED

The month after Obama was re-elected, an independent review board issued its harsh verdict.

Senior officials in Washington had failed to protect the Benghazi mission, even after diplomats in Libya asked for more security, said the panel appointed by the State Department.

Since the overthrow of dictator Moammar Gadhafi, eastern Libya has been plagued by violence and awash with heavily armed militias. The U.S. compound as well as British diplomats and the Red Cross had been targeted by explosives in smaller attacks several times over the spring and summer.

    The danger was obvious.

And yet security was "inadequate for Benghazi and grossly inadequate to deal with the attack that took place," the Accountability Review Board concluded.

Four State Department officials were reassigned or resigned as a result.

"We clearly fell down on the job with regard to Benghazi," Deputy Secretary of State William Burns told lawmakers.

Republicans put the focus on Clinton's responsibility. In combative congressional hearings in January, the outgoing secretary of state said the cables from Benghazi seeking help never reached her.

"I did not see these requests. They did not come to me," she said. "I did not approve them. I did not deny them."

Obama called the poor security "a huge problem" and said changes would be made to protect risky posts.

Democrats tried to shift some blame to congressional Republicans, complaining that they cut $300 million from the Obama administration's budget request of $2.6 billion for diplomatic and embassy security in 2012.

    ___

    WHERE WAS THE CAVALRY?

Could the military have done more to help on Sept. 11? A former top diplomat thinks so.

Gregory Hicks, who was Stevens' No. 2 and monitoring the crisis from Tripoli that night, suggests that sending fighter jets or even a cargo plane overhead might have scared off the insurgents with a show of force. That might have saved the lives of the two CIA contractors by preventing the final assault on the CIA annex, which came about eight hours after the first attack on the diplomatic mission, Hicks told a House committee.

Hicks also said four members of a special forces team in Tripoli wanted to fly on a Libyan plane to Benghazi but were told to stand down. Pentagon officials said the evacuation was already beginning by then and those forces would have arrived too late.

Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, told the Senate there wasn't enough information about what was happening on the ground to send in aircraft. For example, for several hours officials didn't know what had happened to the ambassador.

Former Defense Secretary Leon Panetta made the same point. "You can't just willy-nilly send F-16s there and blow the hell out of a place without knowing what's taking place," Panetta told senators.

State's review board concluded the military did what it could. An unarmed Predator drone flew over the diplomatic post beginning shortly after 11 p.m. to gather information. Two military personnel were with the team from Tripoli that arrived at the CIA annex in the morning. A C-17 from Germany carried the evacuated Americans out of Tripoli. Special operations forces and other personnel who were deployed from Europe and the United States in response to the crisis didn't reach Libya in time to help.

"The interagency response was timely and appropriate," according to the review board, "but there simply was not enough time given the speed of the attacks for armed U.S. military assets to have made a difference."

    WHAT'S NEXT

The FBI is still investigating who carried out the attack, and Attorney General Eric Holder says there has been "very, very substantial progress."

Republicans on five House committees are pursuing inquiries. Many GOP lawmakers are pushing House Speaker John Boehner, R-Ohio, to appoint a special select committee to investigate.

The leaders of the review board, veteran diplomat Thomas Pickering and former Joint Chiefs Chairman Mike Mullen, have offered to testify publicly about their findings and to answer critics who say the probe was incomplete. Rep. Darrell Issa, R-Calif., chairman of the House Oversight committee, has issued a subpoena to compel Pickering to testify in closed session first.

And congressional Republicans say they will keep pressing for more documents, such as details of military orders during the attack.
