Sandy recovery claims mount: How much will a divided Congress pay?

The US may be perched on the edge of the ?fiscal cliff,? with Republicans demanding spending cuts and Democrats clamoring for tax hikes to reduce the budget deficit.

But, one thing both parties are likely to agree on: spending billions and billions of dollars to help New Jersey, New York, Connecticut, and other states recover from superstorm Sandy.

Within the last two days, the governors of New York and New Jersey have released estimates that they will need a combined $79 billion ($42 billion for New York and $37 billion for New Jersey) to pay for repairs, restoration, and mitigation against future storms. Connecticut expects to send its request in shortly.

On Wednesday, New York Mayor Michael Bloomberg flew to Washington for meetings just about every thirty minutes with congressional leaders. On Monday, he said the city would like an additional $9.8 billion for storm damage on top of $5.4 billion that they have already submitted to FEMA.

He probably could have saved the airfare because budget experts think Congress is likely to open up the checkbook for this disaster.

?They will pretty much get what they ask for,? says Stan Collender, a budget authority and a partner at Qorvis Communications in Washington.

?Historically, Congress has been quite generous when there are disasters,? says Pete Davis of Davis Capital Investment Ideas in Washington, which advises Wall Street clients. ?It won?t be in the lame duck session, it will be next year.?

The money will likely come in the form of an emergency supplemental spending bill that will go through Congress once it resolves its current differences over spending and taxes. ?If it weren?t for the fiscal cliff this would get done really quickly,? says Mr. Davis.

But, won?t spending another $80 billion to $100 billion throw those calculations out of line?

?It will expand the deficit,? agrees Mr. Collender. But, that is not likely to matter, he and others say.

?Traditionally, supplemental spending bills are not paid for,? explains Davis. For example, the US wars in Afghanistan and Iraq have been funded by supplemental spending bills.

One of the reasons Congress is so generous is that every senator and representative is keenly aware that a disaster can take place in their district at any time. In the West, wildfires can destroy communities. In the Midwest a drought can hurt farmers. Along the Gulf Coast, there could be another big oil spill.

The governors seeking federal money can also point to how generous Congress was after Hurricane Katrina ripped through Louisiana, Mississippi, and Alabama in 2005.

?In the past decade Congress has authorized supplemental appropriations after hurricanes, floods, and tornadoes, including $120 billion worth of aid in several bills passed in the aftermath of Hurricane Katrina,? wrote Bloomberg in his letter requesting Federal aid on Monday.

In fact, the Gulf Coast delegation and the Army Corps of Engineers kept coming back to Congress for more and more money, recalls D.J. Nordquist, who was working at the office of the federal coordinator for Gulf Coast rebuilding at the time.

The comparison is not lost on the Northeast governors. In his request for funding, New York Gov. Andrew Cuomo compared the damage done by Sandy and Katrina. In the three categories he picked, housing, power outages, and businesses impacted, Sandy was more significant.

As Ms. Nordquist notes, politicians have been known to exaggerate before. She recalls that Louisiana Sen. Mary Landrieu asked for $250 billion to start with. ?Her strategy was to ask for something astronomical,? she recalls.

In the case of Sandy, the numbers are also ticking upward very quickly. On Friday, Nov. 23, Gov. Chris Christie of New Jersey asked for $29 billion. On Wednesday he revised the number to $37 billion to cover measures to protect the state from future disasters.

In Christie?s request for aid, he added that he might still need more money. ?The estimate will likely be refined further to consider and include the long-term impact on the next tourism season, shifts in population, impact on real estate values, and other factors,? he said in a letter to Congress.

Governor Cuomo also wants a large amount of money to prevent future damage. He?s asked for $9.1 billion for what he termed ?common sense? mitigation and prevention costs such as flood protection for the World Trade center site and the subway system.

Bloomberg?s strategy on Wednesday was to try to make support for shelling out the money a nonpartisan issue. He met with deficit hawks such as Rep. Eric Cantor (R) of Virginia and Sen. Mitch McConnell (R) of Kentucky and with Democratic leaders including Rep. Nancy Pelosi of California and Senate majority leader Harry Reid of Nevada.

?Now, we have to bring together both sides in Washington ? and both ends of Pennsylvania Avenue,? he said at a press conference late in the day Wednesday. ?Hurricane recovery is not a partisan issue.?

Social Networking Club Resonates in Kazan Business Community ...

While it has been more than a year since the last Made in Kazan lecture series sponsored by the City of Kazan was held, an unlikely offshoot of that program has been rapidly spreading and developing.

What started as a small experiment in social networking amongst friends in Kazan?s business community in May 2011 has developed into a full-fledged networking event that has seen its reach expand out of Tatarstan?s capital to other cities within the republic and Russia.

Face to Face ? a social networking platform for Kazan?s business community ? was founded more than a year and a half ago by a group of four entrepreneurs who met during Made in Kazan?s second lecture series and were struck by the fact that there were so many like-minded people in the city that they simply did not know.

?We thought it was great, how many active people there were, who were interested in making the city better,? explained Face to Face founder Aleksandr Chesnokov to The Kazan Herald in October 2011. ?We wanted to meet them.? As the platform has grown, Chesnokov ? who is also head of the Tatarstan Union of Young Entrepreneurs ? has become its leading spokesman and organizer.

The unique draw appeal of Face to Face is its speed-datingesque format. Each participant is given a two-minute opportunity to speak individually with each and every participant and exchange contact information. From the very beginning, participants have been required to bring business cards with them.

The first Face to Face meeting held that spring and was a modest affair, with some 30 people turning out. Since then, however, the gatherings have been steadily growing in size, bringing in more participants and an array of corporate sponsors. The third meeting in October 2011 already had 52 participants from a wide cross-section of Kazan?s business community. In addition to an array of small businesses, there were also some larger ones represented, including ProGorod Kazan, the Bank of Kazan, and TatFondBank.

Since then, Face to Face meetings regularly see anywhere from 70 to 100 participants.

As Face to Face gained momentum, the number of educational components and coffee breaks in the meetings? agenda grew, and the meetings began to be held in more and more prestigious locations, most notably in federal technoparks such as Kazan IT-Park, Technopark Idea and Khimgrad.

Regional expansion began on 27 April, when Face to Face meetings number 9 and 10 were held simultaneously in Kazan and Naberezhnye Chelny. Since then, meetings, which happen roughly every fortnight, have also been held in Samara, Ulyanovsk, and Yelabuga. On 28 November, Face to Face will hold a meeting for entrepreneurs in Cheboksary.

Recently, Face to Face has focused on creating industry-specific meetings, which have been praised as being even more successful at creating successful networking connections.

On 1 October, an event at Khimgrad was focused on manufacturing companies. A Horeca (Hotel, Restaurant, and Caf?) industry meeting was held in Grand Hotel Kazan on 1 November. Just last week, a meeting dedicated to all things franchise-related was held in Kazan IT-Park.

Lei Zhengfu Sex Tape Bribery Scandal - Business Insider

Chongqing Party Boss Sex TapeLast week, Chinese Communist Party member Lei Zhengfu was forced out of his role as the boss of Chongqing?s Beibei District after a tape showing him having sex with an 18-year old mistress circulated online.

The tape was apparently made in 2007, and though Lei had claimed it was doctored, the party decided that it was not and he was sacked.

But there may be more than just the sexual proclivities of a politician in this story.

Now the citizen journalist who broke the story, Zhu Ruifeng, is claiming that the girl was offered up to Lei as part of a bribe for contracting work.

Shanghaiist summarizes Zhu's claim:

Between 2002 and 2006, while Lei was Dianjiang County Party Secretary, he allegedly took advantage of his position to grant a number of lucrative contracts to his brother's construction company, pocketing a large sum of money for himself in the process. By 2007, after Lei had been promoted to Vice Party Secretary of Chongqing's Jiulongpo District, Lei's personal fortune had grown to the extent that developers effectively found him impossible to bribe.

One developer discovered Lei's weakness for women however, and set about hiring a number of attractive young girls, all under 20-years-old, and using them to set a "honey trap" for Lei. The women, after becoming Lei's mistresses, would secretly video themselves having sex with the corrupt official, giving their employer leverage over Lei.

Zhu also claims to have sex tapes showing 5 other party members.

Even more intriguing is that Lei apparently went to his former boss Bo Xilai (whose name you should know) a few years ago, and confessed the whole thing to get out in front of the story.

Bottom line, this story could end up being about a lot more than sex.

LAUSD Not A Race To The Top 2012 Finalist, John Deasy Reacts: 'We're Not A Finalist? I'm Shocked'

Finalists for the White House's 2012 Race to the Top grant competition were released Monday. To no one's surprise, the Los Angeles Unified School District is not a contender.

In a phone call with The Huffington Post, LAUSD Superintendent John Deasy feigned shock at the news. "We're not a finalist? I'm shocked!" he said, jokingly. But Deasy also expressed sadness that the district's application, which did not have the required support of the United Teachers of Los Angeles (UTLA) teachers' union, did not place in the contest.

"It is sad, but I understand the department's decision-making process," he said, referring to the Department of Education. "It's a sad loss of opportunity for the students of LAUSD."

Just days before the Oct. 30 grant application deadline, Deasy said UTLA was stalling on an endorsement of LAUSD's application to the highly competitive $40 million grant program.

"We don't have a signature yet, Deasy told the Los Angeles Daily News. "I don't understand why they can't say yes to free money."

Though the deadline was eventually extended in consideration of schools that were affected by Hurricane Sandy, it still wasn't enough time for LAUSD and UTLA to come to an agreement over the application.

Deasy and Warren Fletcher, president of UTLA, disagreed publicly over why the two organizations couldn't see eye-to-eye on the grant application. Deasy claimed that Race To The Top's requirement for what he called ?a new, robust teacher evaluation program" was a sticking point for the union. But Fletcher said the grant money came with the need for "a lot of bureaucracy" that would remain in place after the money was gone.

With the clock ticking down, Deasy eventually decided to submit the grant application without the UTLA's blessing. His statement on the decision, via the Los Angeles Times:

I have instructed staff to submit an application with all required signatures except that of the teachers union ... I want to make the case that here in Los Angeles, after months of trying repeatedly to form a partnership for youth and faculty on this issue our students should not be penalized due to the absence of a [union] signature.

Fletcher could not be reached for comment, but a UTLA spokeswoman did refer The Huffington Post to a statement the union released on Nov. 1. It reads, in part:

UTLA decided not to sign the Race to the Top grant application because it would not be fiscally responsible. It would cost more money than it brings in. No matter what John Deasy says, it will not put teachers in classrooms. It would cost more than $43.3 million to implement the $40 million RTTT grant, resulting in a net loss of more than $3 million dollars---dollars schools desperately need. The much bigger fiscal problem is that the grant commits LAUSD to ongoing costs long after the grant money runs out. Those required costs are for bureaucracy and not for classroom instruction.

If LAUSD had won, the grant money would have funded programs to help some 25,000 students in under-performing schools who are at risk of dropping out. "We hope that other philanthropists might be able to fund this work," Deasy said Monday.

One LA-area school was named a finalist in the Race To The Top competition: Animo Leadership High School, a charter school in Inglewood affiliated with the Green Dot charter school organization. Green Dot's application, which the school organization crafted with Green Dot's teacher union, included a plan to boost science and social studies courses and expand students' access to technology.

Three California school districts were also named finalists in the 2012 competition: Galt Joint Union, Lindsay Unified and New Haven Unified.

Previous Race To The Top competitions were open only to states, but the 2012 contest challenged individual school districts to craft programs targeting specific student populations within their community. The new rules were a game-changer for school districts in cities like Houston, Texas -- which ultimately did not qualify to be a finalist. Texas, led by Gov. Rick Perry (R), has refused to apply for grant money in protest of what they see as a heavy federal hand in state education affairs.

This year, 61 finalists were picked from 372 applicants. Between 15 and 25 of the finalists will be selected to receive four-year awards ranging from $5 million to $40 million, depending on the size of the program outlined in the grant application. Winners will be announced by Dec. 31, 2012.

?These finalists are setting the curve for the rest of the country with innovative plans to drive education reform in the classroom,? U.S. Secretary of Education Arne Duncan said in a statement. ?This competition was designed to support local efforts to close the achievement gap and transform the learning environment in a diverse set of districts, but no matter who wins, children across the country will benefit from the clear vision and track records of success demonstrated by these finalists.?

Christmas tree shipment dumped in Austrian garden

VIENNA (AP) ? An early seasonal delivery went badly wrong in Austria when a truck was involved in a crash and dumped 14 tons of Christmas trees in a resident's garden.

Police in Vorarlberg state, at Austria's western tip, say the accident happened Friday night as a truck with a trailer loaded with trees drove through the town of Hohenems.

The trailer hit a wall, tipped over and landed in the garden of a house. A police statement Saturday said that the fire service dispatched 30 people to recover the hundreds of fir trees.

A passenger in the truck was injured and taken to a local hospital.

Metro profit boosted by longer quarter, acquisition

(Reuters) - Metro Inc , Canada's third-largest grocer, reported a 72 percent increase in quarterly earnings on Wednesday, helped by an extra week in the quarter and a recent acquisition.

Sales and profit margin were boosted by the grocer's buy of a 55 percent stake in Mediterranean food seller Marche Adonis and its distributor Phoenicia Products in October 2011.

Metro said it expects the competitive environment to remain strong in 2013. Canadian grocers face rising competition as Wal-Mart Stores Inc expands in Canada. Wal-Mart's Canadian unit said in February that it would remodel or open 73 stores by the end of 2012, its most ambitious expansion ever.

The Wal-Mart unit was slated to open 28 new stores in October alone, and it has been converting many existing locations to "supercenters" that feature a wider array of grocery items.

Metro said sales at established stores, a key measure for retailers, rose 1.1 percent in its fiscal fourth quarter ended September 29, and gross profit margin rose to 18.5 percent from 17.7 percent a year earlier.

Metro, which also competes with Loblaw Cos Ltd and Empire Co Ltd's Sobeys, said net earnings rose to C$145.1 million, or C$1.46 a share, from C$84.4 million, or 83 Canadian cents a share, a year earlier.

Excluding closure costs and other items, adjusted earnings increased 24.8 percent to C$123.4 million, or C$1.24 a share.

Sales climbed 11.1 percent to C$2.94 billion. Excluding the extra week in the latest quarter, sales rose 2.5 percent.

Bank of Ghana holds prime rate at 15 percent

ACCRA (Reuters) - The Bank of Ghana's Monetary Policy Committee held its prime interest rate unchanged at 15 percent on Wednesday, citing a stabilisation of the local cedi currency and a balanced economic outlook.

Analysts said the decision - the third rate hold by the bank since June - was in line with what they had expected.

"The reduced volatility in the foreign exchange market has helped to lower inflation expectations," acting bank governor Henry Kofi Wampah told a news conference.

"The committee is of the view that the risks to inflation and growth are fairly balanced and has therefore decided to maintain the policy rate at 15 pct," he said.

The West African state's statistics office said earlier on Wednesday that the pace of inflation eased in October for the second straight month to 9.2 percent from 9.4 percent.

Ghana's statistics office attributed the dip to seasonal effects and stability of the cedi which tumbled by about 18 percent in the first half of the year on import demand to feed the country's rapid economic growth.

The cocoa, gold and oil producer nation's economy grew by more than 14 percent last year and the government expects growth over just over 7 percent in 2012.

"The pull-down effect is mainly the fact that we are in the harvest season, and the recent stability of the local currency," acting government statistician Philomena Nyarko said of the decline in the pace of inflation.

The cedi was trading at 1.8761/1.8811 to the dollar at 1300 GMT according to Reuters data.

Samir Gadio, an emerging markets strategist at Standard Bank, said the rate decision was expected, particularly ahead of a presidential election in early December.

"There was certainly no need for a hike since short-term market rates are already much higher (22-23 percent), and especially because this would have been controversial prior to the next elections," Gadio said, adding cedi stability was also an important factor.

Databank Ghana analyst Sampson Akligoh said keeping the rate on hold will allow the bank to try to re-align treasury yields to the policy rate after disparities arose during the currency shocks earlier in the year.

"I think this re-alignment can help support economic activity during the festive season despite the rate being kept steady," he said.

here?s an image from last years christmas card, i can?t wait to share our card for this year!?

?tis the season for cookies, lattes, sweaters, and wool socks. a time to be thankful, a time to give gifts, and a time to be with family. is it just me or is everyone wondering where the heck october went and how the heck thanksgiving is next week? i don?t know, it just might be me. but as i start to design christmas cards, (which are killer, might i add) i think about all of the ridiculously awesome things we have to be excited for this holiday season, let me count the ways?. okay, i?ll just give you five silly things that i can?t wait to experience in the next few months. hello, holidays, here jenna comes!

1.) give thanks: i love this time of year because people actually stop (i hope) and give thanks for the blessings they have. it is a time when you are apt to see more thankfulness around every corner. we live in a time where all we want is more, the media does a great job of telling us that what we have is not enough and what we want is right within reach. i choose to not fall for that, i don?t need a darn thing but my family, my pup, and a warm blankie? it?s true, i am always cold. i love this time of year because we are reminded to express our gratitude and think about the cool things we have in this life. i sure know i am one grateful gal.?

2.) presence, not presents:?yeah, i said it, i am not all about presents. the older i get, the less i want to deal with the crowds at the mall to pick out a twenty dollar something that nobody needs. instead, i want to give the gift of presence. to be in the moment, to be surrounded by the gift of experiences and not things. at this moment in time i can?t even think of one thing to tell someone to buy me? except maybe wool socks, yes, i am that person who enjoys wool socks in her stocking. i am challenging my family to save pennies on gifts we don?t need and invest in time spent together. i would rather enjoy experiences, then things. maybe it is just me? maybe not. so my gift to you, is me! i can even put a bow on my head if you?d like.?

3.) gather ?round: ?when i think about the holidays i always think of family. i think of being surrounded with all of my family, wearing expandable pants, and taking naps. i think of a million cousins running around and eating egg bake on a tv tray at grandmas, because the house is so filled with family. the ?oohs? and ?ahhs? resounding as we opened presents one by one, cheering and thanking one another. i think of family card games, warm cups of coffee, candlelight church services, stockings hung in a row, but most of all i think of it as a time to come together and enjoy each other. i don?t think about the countless hours in the car to get from destination to destination, i forget about the pretty wrapped presents, and i remember the people. i am excited to celebrate for more than a hot minute with my family this year!?

4.) holiday cheer: who doesn?t love the red starbucks cups with hot holiday lattes, the beautiful christmas lights, wreaths and garland? last year i was so busy working that drew bought and decorated our tree by himself? our very first year of marriage and i was so absent during the holidays, i don?t even remember them. this year, i am fresh out of retail and i feel like for the first time in years i will be able to enjoy each and every holiday joy from the ornaments to the lights. i won?t dread black friday all thanksgiving day and won?t be having nightmares of getting trampled by the crowds of shoppers. i will get to celebrate each holiday without thinking about the next one, now that is huge! this year i can sit on the couch, watch the snow fall down, and soak in the real reason for the season. i can?t wait to snuggle up with my hubby and let the holiday cheer illuminate our hearts. now this, well, this excites me.?

5.) christmas mail:?okay, i am sap, i save christmas cards? there, i said it. last year i hung up every christmas card and kept them up almost year round to stare at my friends pretty faces and cute messages. i love sending mail and i love making treks out to the mailbox to find sweet cards, fun pictures, and holiday cheer stuffed envelopes. this year i am so excited to send out all kinds of goodness in the form of mail, because i know how much i love them. i love the process of addressing, stamping, and mailing them out. long live the postal service, if only for the form of christmas mail. so send some holiday cheer my way if you want your face on our wall all year round.?

Man pleads no contest in 'Bling Ring' case

LOS ANGELES (AP) ? A man who had been accused of burglarizing Paris Hilton's home pleaded no contest on Thursday to receiving jewelry stolen from the house during a rash of break-ins by a group dubbed the "Bling Ring."

Roy Lopez Jr. was then sentenced to serve three years of supervised probation.

Lopez, 30, was initially charged with felony residential burglary and conspiring with other members of the ring that targeted the swank, Hollywood Hills homes of stars such as Hilton, Lindsay Lohan, Orlando Bloom and others.

Hilton's home was burglarized in December 2008, and police were able to return some of her property.

The burglary charge and other counts against Lopez were dropped. Deputy District Attorney Christine Kee said Hilton has opted not to receive restitution in the case.

Much of the estimated $3 million in high-end jewelry, clothes and art that was taken from the celebrities has never been recovered.

"We're pleased that the district attorney was able to work with us on this case and allow Roy to get his life back on track," defense attorney David Diamond said after the hearing.

Evidence in the case supported his contention that Lopez had never been in Hilton's residence, Diamond said.

Several other defendants, including the alleged ringleaders, have taken plea deals to end their cases. The remaining defendant, Courtney Leigh Ames, returns to court on Dec. 14.

Diana Tamayo, who pleaded no contest to burglarizing Lohan's home, might still be required to pay restitution in the case. Lohan has indicated she may seek restitution against Tamayo, but the actress was not available to be in court on Thursday, Kee said.

The case hit a snag recently after it was revealed that the lead police investigator was paid to consult and appear in an upcoming Sofia Coppola film based on the case.

Los Angeles Police Officer Brett Goodkin failed to disclose the work to his superiors and prosecutors ahead of time.

Superior Court Judge Larry Paul Fidler has called Goodkin's actions "stupid and a gift to defense attorneys," but not enough to warrant dismissal of any charges.

Fidler referenced the issue by telling Lopez, "You got a break because of what's happened in this case."

Brother of Syrian parliament speaker assassinated

BEIRUT (AP) ? Gunmen killed the brother of Syria's parliament speaker in a hail of bullets as he drove to work in Damascus on Tuesday, the state news agency said, as the international envoy for Syria warned the country could become another Somalia.

Mohammed Osama Laham, the brother of Parliament Speaker Jihad Laham, became the latest victim of a wave of assassinations targeting Syrian officials, army officers and other prominent supporters of President Bashar Assad's regime. Four of the leader's top security officials were killed in a rebel bombing on the state security headquarters in Damascus in July.

Laham was gunned down in the Damascus neighborhood of Midan, the SANA state news agency said. The killing came a day after some of the most intense fighting in Damascus in months as rebels wage a civil war to unseat Assad.

The government and activists said a series of explosions that went off in an area on the northwestern edge of Damascus caused multiple casualties Tuesday evening. SANA said the three blasts occurred in the al-Wuroud district near the town of Qudsaya, but it was not clear whether they were car bombs or what the target was.

U.N.-Arab League envoy Lakhdar Brahimi, who, like his predecessor Kofi Annan has been unable to put an end to the 19-month-old civil war, called the events in Syria a "big catastrophe." In remarks published Tuesday in the pan-Arab daily Al Hayat, he said international efforts now are focused on getting a "binding resolution by the (U.N.) Security Council" to start a political process that will lead to change.

"I don't want to go too far in pessimism, but the situation in Syria is very dangerous. The Syrian people are suffering a lot," Brahimi said. "I believe that if the crisis is not solved in a right way, there will be the danger of Somalization. It will mean the fall of the state, rise of war lords and militias."

The east African nation of Somalia has been mired in conflict for two decades after warlords overthrew a longtime dictator in 1991 and then turned on each other. The government, backed by African Union troops, is currently battling Islamist extremist rebels linked to al-Qaida.

Syria, in comparison to Somalia, has always had a strong central government, and despite the loss of large swathes of territory to rebels in recent months, the government still maintains its grip on many parts of the country including Damascus, the seat of Assad's power, where basic government services still function.

But if the Syrian regime collapses, the country could fast shatter along multiple fault lines, leading to a protracted bloodshed.

The predominantly Sunni country is a patchwork of religious and ethnic groups. The regime is led by Assad's Alawite minority, an offshoot of Shiite Islam, but there are also considerable Kurdish and Christian populations in the country.

The conflict's already increasing sectarian overtones suggest any power vacuum could usher in a direct fight among the communities.

Predominantly Kurdish areas in the north and Alawite majority areas in the central coastal mountains could spin away, and mixed areas ? already hard hit by the conflict ? could plunge further into conflict.

Dozens of opposition groups and rebel brigades have taken up the fight against Assad, but they share little common vision for the future and are divided by acute ideological differences, particularly among secularists and Islamists. They could easily turn on one another after Assad's eventual fall.

Diplomacy has failed miserably in ending the conflict in Syria, which activists say has killed more than 36,000 people in 19 months of fighting.

British Prime Minister David Cameron suggested Tuesday that Assad could be allowed safe passage out of the country if that option would guarantee an end to the nation's civil war.

Asked in an interview with Al Arabiya television if he would contemplate offering Assad an exit route, Cameron said the international community would consider anything "to get that man out of the country and to have a safe transition in Syria."

In London, officials said Cameron was not suggesting Assad could escape potential international prosecution if he were to be granted passage out of Syria. They also confirmed that the British leader was not holding talks with counterparts aimed at crafting an exit deal.

As diplomacy has failed to make headway and the conflict has dragged out on the battlefield, Assad's military have been sapped by defections of low- and high-ranking soldiers.

The Turkish state news agency reported Tuesday that seven Syrian generals defected to Turkey. Anadolu said they arrived in the Turkish border province of Hatay seeking refuge. Their identities were not disclosed.

They join dozens of other generals who have abandoned the regime. More than 110,000 Syrians have sought refuge in Turkey since the uprising began in March last year.

In Jordan, which also borders Syria, visiting Russian Foreign Minister Sergey Lavrov met with Riad Hijab, the former Syrian prime minister who defected to Jordan in August. It was a rare, high-level contact between Moscow and a Syrian opposition figure. Russia is one of the strongest international supporters of Assad's regime.

Lavrov said his talks with Hijab in Amman were meant to get firsthand information from the Syrian opposition on how they view a solution to the civil war.

"The idea of the meeting was to get an agreement or a roadmap on how to deal with opposition forces and save the Syrian people," Lavrov told reporters.

He voiced continued support for Assad's regime, warning that the alternative would plunge Syria into further chaos.

In the Gaza Strip, a spokesman for the Palestinian group Hamas said the Syrian government has sealed its offices in Damascus, finalizing the break between the Islamic militant group and its former patron.

Ayman Taha said the move had been expected after Hamas openly switched sides to support the armed rebellion against Assad's regime.

Hamas moved its headquarters to Syria in the late 1990s. But relations have soured since the regime violently suppressed an uprising that began as mostly peaceful protests. Many top Hamas leaders were based in Damascus until earlier this year when they moved to Qatar, Egypt and the Hamas-ruled Gaza Strip.

Activists and state media reported clashes, shelling and air raids in different parts of Syria.

The Britain-based Syrian Observatory for Human Rights said over 100 people were killed in violence across Syria on Tuesday, including air raids on Houla, a group of villages in central province of Homs, that killed seven people. The group also reported air raids on the Damascus suburbs of Douma, Kfar Batna and Maadamiyeh and the northern province of Idlib.

SANA said six regime supporters were killed when 11 mortars rounds fell near a pro-government demonstration Monday night in the northern city of Aleppo.

Rami Abdul-Rahman, who heads the Observatory, said an oil pipeline that carries crude from Al-Amr oil field in the eastern province of Deir el-Zour to a refinery in the central city of Homs blew up during fighting and shelling in the Homs suburb of Sultaniyah. Abdul-Rahman said it was not clear if the pipeline was targeted by a bomb or was hit by a random shell adding that the explosion causes a huge fire.

Oil pipelines have been subjected to sabotage attacks over the past months.

(AP) ? Researchers are reporting a key advance in using stem cells to repair hearts damaged by heart attacks. In a study, stem cells donated by strangers proved as safe and effective as patients' own cells for helping restore heart tissue.

The work involved just 30 patients in Miami and Baltimore, but it proves the concept that anyone's cells can be used to treat such cases. Doctors are excited because this suggests that stem cells could be banked for off-the-shelf use after heart attacks, just as blood is kept on hand now.

Results were discussed Monday at an American Heart Association conference in California and published in the Journal of the American Medical Association.

The study used a specific type of stem cells from bone marrow that researchers believed would not be rejected by recipients. Unlike other cells, these lack a key feature on their surface that makes the immune system see them as foreign tissue and attack them, explained the study's leader, Dr. Joshua Hare of the University of Miami.

The patients in the study had suffered heart attacks years earlier, some as long as 30 years ago. All had developed heart failure because the scar tissue from the heart attack had weakened their hearts so much that they grew large and flabby, unable to pump blood effectively.

Researchers advertised for people to supply marrow, which is removed using a needle into a hip bone. The cells were taken from the marrow and amplified for about a month in a lab at Baltimore's Johns Hopkins University, then returned to Miami to be used for treatment, which did not involve surgery.

The cells were delivered through a tube pushed through a groin artery into the heart near the scarred area. Fifteen patients were given cells from their own marrow and 15 others, cells from strangers.

About a year later, scar tissue had been reduced by about one-third. Both groups had improvements in how far they could walk and in quality of life. There was no significant difference in one measure of how well their hearts were able to pump blood, but doctors hope these patients will continue to improve over time, or that refinements in treatment will lead to better results.

The big attraction is being able to use cells supplied by others, with no blood or tissue matching needed.

"You could have the cells ready to go in the blood bank so when the patient comes in for a therapy ? there's no delay," Hare said. "It's also cheaper to make the donor cells," and a single marrow donor can supply enough cells to treat as many as 10 people.

Dr. Elliott Antman of Harvard-affiliated Brigham and Women's Hospital in Boston who heads the heart conference, praised the work.

"That opens up an entire new avenue for stem cell therapy, like a sophisticated version of a blood bank," he said. There's an advantage in not having to create a cell therapy for each patient, and it could spare them the pain and wait of having their own marrow harvested, he said.

The study was sponsored by the National Institutes of Health. Hare owns stock in a biotech company working on a treatment using a mixture of cells.

Juan Lopez received his own cells in the study, and said it improved his symptoms so much that at age 70, he was able to return to his job as an engineer and sales manager for a roofing manufacturer and ride an exercise bike.

"It has been a life-changing experience," said Lopez, who lives in Miami. "I can feel day by day, week by week, month by month, my improvement. I don't have any shortness of breath and my energy level is way up there. I don't have any fluid in my lungs."

And, he said happily, "My sex drive has improved!"
